Barbour Company Lamp Base

Description I found what looks to me like an old lamp base on a back shelf in a garage. I believe that it belonged to a former resident of the house who was born in the late 19th century. It has a great deal of patina on it and is a very dark gray color. The top part of it has been broken off, and although it sits steady, I can see that it is dented in on the side that has an "N" monogrammed on it. There is alot of floral detail on the legs and on the base. I tried to clean a little bit on the base to check to see if it was silver underneath. The circular mark says, "Barbour Silver 00 Quadruple 2150". I am curious as to what it looked like when it was new, how old it actually is, and if it would be able to be restored.
