As you see, I've identified the artwork and artist. What makes this piece unique is that it's on wood and three dimensional. I found it while driving one day. Someone had put it out for trash, and I thought it looked nice. They had, apparently, tried to clean the surface incorrectly and it had a nasty hard film clouding it. But I took it home and rubbed it with a dry, clean cloth and it cleared right up.
I think it's a flat piece of wood that was carved with elements of the picture left risen from the surface, then sanded smooth by hand, then the painting was applied, then a thick layer of clear lacquer was applied to seal it.
I'll try to take pictures that highlight what I'm saying.
