I'm not sure what this is,maybe someone can help me by identiflying it,I thought it was a paperweight but the top comes off to reveil a wood piece stuck inside,looks like an insignal that was used to stamp papers or something,this was found in a garbage dumpster,can somebody please tell me what this is and value.
