Based on the images and style it's unlikely this table predates the 1960's. The marking indicates the same. In need of restoration, comparable tables often sell at auction for less than $50.00.

What do the markings mean?/how do I know if its slate or marble?

The markings are a monogram for the company that made or imported the table.  Can't really tell what the top is for sure from images, could be marble or even a form of ceramic tile.
