yes there is a certificate from my congressman and the architect of the capitol.  signed and sealed.

I have a two official invitations to the Inauguration and a full-size cotton flag flown over the Capitol on 1/20/2009.

The text on the certificate reads:

"At the request of ..., this flag was flown for the Presidential transition."
