french pedestal plate

hello, we have a hand painted antique french pedestal plate. I am attaching photos. Any help would be appreciated. the plate is 9 inches in diameter and 2.25 inches in height. There is a glod colored metal band around the base of the pedestal.

there are initials on the bottom, T S ? and the word France as well as a gold circle. I am not sure about the initials, please see photo.
