Was my Grandmother's, I'm 55 and can remember seeing it in her curio cabinet when I was a child. It is part of a set of three figures. There is a sitting girl with a flower vase in her lap as well as a sitting boy playing the fife.

This is a Japanese piece, by " Wales China" most likely made after World War Two, it has a fake Meissen crossed sword mark. Here's a link to information regarding the company thatr used this mark:
