I'm going to take a stab and say that this is a contemporary mass reproduction of an older, Victorian piece. The style, by the by, is called Gothic Revival. Its probably made of brass, the 21's are probably product serial numbers to help keep parts together during assembly.
In terms of dollars, its probably worth a couple of tens of dollars. My advice is to keep it- it looks neat, new or not!
