Looks to me like it says "konig's wahl", but not much popped up when I googled it. Maybe you'll have better luck.

These tend to date from the 1930's through third quarter of the 20th century. Pieces like this were mass produced and have very modest values in the current market, matching cups and saucer often sell for under $20.00.
