Hand Tool

Description

The tool must be old because the pieces are hand riveted together.  As you can see in the pictures I have partially opened it.  The piece that opens is the cap on what looks like a well that shows in picture 2 with several ribs embossed in it.  The inside of the well looks like there may have been some charring like maybe tobacco embers or something.  The sharp end has never been sharpened and is stationary.  I can't imagine that it is valuable but I would like to know what it is, what it does and how old it it.
