Wooden frame. No brush strokes on painting (from what I can tell, but I'm no expert). Don't see a date.
Distinguishing marks
Painters' name is at the bottom left, brass plate with title & painter. Good condition overall, with the exception of some torn paper on the back.

It looks like a decorator print, Paul Detlefsen prints like this often go for under $75.00 at auction.
