Ivory Asian tower with carved puzzle ball??

I have what appears to be an ivory carving.  There are 4 pieces which build what appears to be a stand that holds a carved ball that contain's several carved balls.  

There is a black base. A tower sits on the base which has many detailed carvings which include dragons with very small black eyes. Screwed into the top of the base is another short base.

On the top of the second base sits a 2 " ivory ball and inside that ball is several other ivory colored balls each smaller.

Not sure how many other balls since they arer all enclosed in the larger ball.

The carvings on the ball are the same as the carvings on the tower.
