Long scarf with sterling sliver design

This may be a scarf, table runner, wall hanging, or ???  It was purchased in Japan in the 1920's with the green price(?) tag on it.  The scarf is 100" long X 31.5" wide, made of fine soft off-white netting with small pieces of silver crimped into the netting to create the designs.  Any help identifying this item, it's use, and maybe even the value would be greatly appreciated.
