The blue cigar band is marked with "$3 per M" and "Series of 1910 Act of Aug 5, 1909"

Dimensions are 3 1/2" tall x 5 7/16" deep x 7 1/2 " wide

The condition is fair, but I have not been able to find any similar items in my internet serches.
