Could be a type of lever for a contol valve almost like a key.The four pegs would give a lot of torque and the little tabs would have to fit into a slot to enable a valve to operate.Fire trucks with the name King are all over North America,could be a piece of one  them.Just a guess though,thought I'd put my idea out there.

It seems to me to be a press of some sort, the rounded bowl being the mould and the long handles giving leverage. Search for 'Antique seamless king's cup press' on eBay (UK) for a not disimilar item. You'll need to tick 'completed items' as the auction has finished. I first thought it might be a lead shot mould, but it seems rather too large for that. It seems apparent that the ring section is seated on or around something with the handle raised, then the handle is lowered to apply pressure to either compact or mould.
