Yours from Portugal ..

I would like to know the provenance of a package of needles is very old in my family will be many years .. is possible that the provenance is German or English .. I would like to know your age, provenance, rarity ...
I did lots of research but not found anything, the only thing I found was a picture of another package very similar, which was a site of a museum in Oakland .. Please ask your help to help me identify ... I have two types of packets, an eagle and has a few illustrations, and the other has a royal crest with a lion and a unicorn, which lead to indicate that they are English ... since none of the packages have a name or mark which identifies ... are small packets made of black paper and contain the original needles inside ..
