I believe this is a one-armed ladies chair in the Eastlake style (1870-1885) however I'm no expert and am looking for confirmation or correct information. The seat cushion sounds and feels like it is stuffed with some sort of grass and maybe a cotton stuffing. Wheels look like they may have been replaced with newer wheels. The upholstery (gold velvet) appears to have been put right over the original upholstery (red velvet?) I peeked under an edge but do not want to pull off all current upholstery. The back cushion and arm cushion are very firm but the seat is quite "flat" and makes a crunching sound when pressed (from whatever stuffing is inside (which looks like a dried up grass or moss of some kind ? very brittle and almost brillo pad-like)

You are correct on your identification, it is in the Eastlake style and is most likely walnut. Values peaked for these bustle type seats in the 1990's, but have declined a great deal, along with the demand for Victorianiai in general. Today at aution we see these often go now for less than $50.00

Before you try anything else drastic like stripping it, try using "Howards Restore a Finish" it works wonders on old finishes.

A lot of older furniture was stuffed with horse hair, which feels brittle and like hay after many years. Just wanted to add that, and also confirm that you are correct with your identification, as a second opinion.
