Vases like this are what's called "white ware" , the vases themselves were purchased from larger companies as undecorated blanks and then decorated by hobbiest or smaller decorating studios that made up money out of decorating vases and then selling to the general public. Examples like the use tend to date from the late 18th century 1890 -1910. When the Art Noveau style was popular. Sadly values have declined a great deal from their peak in the 1990's, because of the damaged one the pair might go for $150.00 at auction.
