I believe this painting is by a French artist known as Rivira. It does not have an outer frame - if that's the right terminology.

Paintings like this are…

Paintings like this are painted in multiples and sold through wholesalers of Decorator Art, often as "Starving Artist" sales in Hotel conference rooms. Most are depictions of Paris street scenes or wave crashing on a beach ( often with a lighthouses), the Artists are nearly always unknown. Values for pieces like this tend to be very modest at auction, often less than $100.00 in a good frame.
