Royal Ladle?

Description

 This seems to be a ladle of sorts? The handle is twisted metal and is flat.

 

The base of the ladel is hand hammered?

On the bottom is the insignia that looks like a Crest of sorts. Inside is the one with the head. The monogram EMR? is on the outside front.

This was brought to Canada from a relative from England. She carried it in her purse. When she was quite old she said "if there is anything you remember, remember this is VERY VALUABLE"!
