Silver Brush

Description

I found this brush at a thrift store in Negaunee, Michigan. What is it, how old is it? The bristles are soft and in good condition. It has a silver shell over a wooden handle.
One side says N & D.O. and STERLING. The other says W.T. Payne.

The brush appears to be part of a dresser set. While most people are familiar with the standard, comb, hairbrush and mirror, some sets were larger and included manicure pieces and brushes to remove lint and travel dust from jackets and suits. Drycleaning didn't exist then and some fabrics and clothing items just couldn't be laundered.

I have no idea as to value or any information on the manufacturer or time period.
