Unfortunately determining a maker with things like these is going to be nearly impossible. As to value, if they are silver, they are worth their weight in silver. Assuming they weigh 10 grams or less, about $5-10 per spoon.

If there are no markings to indicate silver content , eg. "Sterling", "925" or "800" it's very unlikely they are anything but silver plated. Most places now have kiosks in malls that will test for precious metals. A marking like italy generally indicates a date of production after 1890.
