Sleepy eyed doll head with jester cap on ribbon-wrapped wand

Description

The wand-like stick is 15 inches long and the total length of the doll/wand is 26 inches.  The ruff around her neck is ecru synthetic lace, her hair seems to be saran, and the head and face seem to be a high-quality molded plastic, but her face has the look of porcelain bisque. Her jester cap is made of challis print fabric, filled with some sort of stuffing, and has small jingle bells attached. The wand appears to be painted wooden dowel, wrapped with upholstery braid.  Her eyes open and close with the movement of the wand. Delicate decoration above her eyes gives the doll a fantasy or fairy-like appearance.  I cannot find any markings.

History I found this among my mother's things, but had never seen it before. I can't tell how old it is--but I would guess first half of 20th century.
