Statue, Andiron, Part of building?

Description

I thought maybe it was Shiva, Jakarata region has had a few with the belief she was 3 - it was particularily popular 1300-1600.  The elephants clue to that region, but I really don't know, and I really don't know what it is!  The top is sort of flattened over the head and neck, that an iron rod could have gone across, as in one of a pair of andirons things.  The lighting is bad, it's not as yellowing as it looks in my pictures!  It could just as well be a horse post tie for next to a door outside for all we know!

The eagle (hawk?) is bronze, but I'm not sure what the statue part is.  Hard, as there is very little damage to it (nicks), it surely looks hand carved.  For lack of better, we refer to it as the "thing".

Any information would be appreciated, and maybe a guess at value as we plan on retiring in about 10 years and I think this piece will be too heavy to bother moving with us!

60-70 year old new widow, barely able to speak English, but in U.S. with her husband for 40 years, was going back to Russia and had some things the kids didn't want. She didn't want any money, but I insisted on 2 dollars (she hated this, but I got a nice Asian porcelain stopper and a small eagle german wood carving I took to Antique Roadshow, and was worth about $100).
