Tea Set made in Western Germany circa 1930

Description

This is a tea set with teapot, 2 cups on saucers, a container for creamer, and one for sugar. It is a porcelain set painted in gold with a scene depicting a man and a woman on it with the name Fragonard?? It was made in Western Germany APP. AROUND 1930... Found out that the JKW stands for Josef Kuba Porcelain Factory and Decorating Shop... est. in Carlsbad Germany in 1900 and then re-established after WW II, in Wiesau, Bavaria, Germany. The name fragonard on the painting is from the french painter.

How could it be circa 1930. There were not Made in Western Germany marks until after WW11 when the east and west were divided.
