Tibetan Tangka. Seems to be silk ? Is it even more rare to have it hand silk stitched?

Someone said that it was new and maybe from a master maker of Tangkas? It seems to be hand stitched silk. I've only seen these as a painting. This is the largest three silk ones that I have. `
