Trying to identify object

Description

This item was in my late husband's father's things. It is a small cylinder with a three-pronged head that swivels. The prongs are a bit sharp. It is 12 inches long, but will extend to 24 inches. I have no idea what it is used for. Probably dates back at least to 1920's or '30's.
