Try researching watchclocks. It looks like the type of clock that guards carry when they make their rounds. There are keys hanging in different areas, and when they make their rounds they have to turn the different keys in the clock. The clock records that the times those keys were turned so the company will know the guard made their rounds properly. Anyway, that's what it looks like to me. Some of the older ones have some value
