If they were Noritake or Morimura Bros, they would be marked....the problem you will have is if they were made prior to the McKinley tariff act  (1890) there was not a requirement to mark the country of origin on imports to the US....and if it was purchased overseas in the country of origin,  domestic items would not be marked either.  If the teacups are in EXCELLENT condition they might sell for around $100 for all the pieces, but you list them as fair....any scratches in the hand painting, chips or other damage, would significantly reduce the value.
