Unmarked part tea set ? early c19

Description

This is a part tea set described as victorian, but it has no makers marks apart from 644 on the two cake/serving plates. the tea pot is cracked and has a chip on the spout.The sugar bowl is also cracked. every thing else is in fair to good condition.

I have looked in several books and have searched online for information about the maker and the age. The shape seems to be consistent with coalport and worcester from 1800 - 1810, but this is in speculation on my part.

I have tried mailing the staffordshire museum, but only got an out of office reply that they are no longer giving appraisals. I hope you are able to give me more of an idea what I have have bought. I choose it because I love the shapes - especially the flowet finials on the tea pot and sugar bowl lid.The flowers on the design appear to be hand painted.
