Vase painted with hyacinths and gold patterns signed ph

Hello! I inherited a vase and would like to find out if anyone can tell me anything about it's origin from the signature.
I believe my grandmother got it as a graduation gift from somebody some time before the war.

I would very much appreciate knowing where it originated.
