I would love to know what this piece is as I cannot find anything that looks like it.  Any help would be appreciated along with a value on it.

I think the base goes with it but am not certain.  The only thing that looks wrong with it is that the ram on the front has a piece off of one of his horns and if the base is a part of it, one of the four scenes is missing.  The middle piece on the top comes off and next to the ram is an opening.  The top also comes off of the stand and it is very heavy (maybe for incense?).  There is a hole in the top of the ram.
