From the 1930s, this beautiful ceramic figure with characteristic deep green glaze was made by Jerry Rosse. The Rosse family are now third generation potters in TN; their website jtpotteryusa.com tells the history of Jerry Rosse with representative work.
This piece is in pristine condition with "Rosse N.Y.C." Incised on the base with markings on the bottom edge, possibly a manufacturer cr/99Y-
I found it in a Antiques and Collectibles store. The owner did not have any information on it and I paid just a few dollars.
I would love to learn of any other similar pieces and the current value. This piece is a wonderful example of the arts and crafts movement and is even more special since the family is still in business.
