The shield is an American flag w/ eagle so I looked up Liverpool in Ohio and found the maker. There where hundreds of potters in Ohio at one time. Liverpool in England had several potteries but most of them never marked their wares and would not have used an American flag.
I would say this is not worth much because of the condition and the missing bowl. I think this may be an early piece, he later moved the company to West Va.
I found quite a bit on ebay for sale, pretty cheap.
