The first sent of text looks like it was a stamp applied by hand, probably on all the plates made.
The second set of text also looks like a stamp as it's a slightly whiter color than the color of the plate and you can see a roundish outline.
I have 3 of these. I've seen other listings that say they were made after 66, but the second stamp clearly says 12 63, making me think it's december of 63.
