What is this?

Description Pink dish with handpainted celery stalks on it. Gold trim around edges. Signed and dated on bottom. It says J.M. Fraley, 1900 with an indication it originated in France. Just wondering what it is and if it's worth anything. In excellent condition. Anyone know if this has any value or ever heard of this person?
