I inheritied this from my grandmother and have no idea what it is? Does anyone know? The little tabs have bugs on them and are hinged so they flip up but cannot be removed.

A 19TH CENTURY JAPANESE MEIJI PERIOD SHIBAYAMA WHIST marker...
