Description 2-piece silver dish; top has hole approx 1-7/8" in diameter and the top nests into the bottom piece. Edges of hole are "beaded" as is the rim around the widest part of the bottom piece and the base. The bottom has the E G Webster & Sons spiderweb & star mark with the number 3 underneath it.

I agree that it is a probably a hair receiver (used for storing additional locks of hair to augment the women's own hair), silverplated more than likely. Classic Webster gadrooning along edges.If they patented designs in numerical order then this might be one of their first.
