Non-magnetic metal. There's a ring on the back of the figure and an armband with an inset red stone. This has been in my family fro approx 50 years. The figure may be a re-purposed item and at one time had another function other than a statue.

This has been in my family for about 50 years. My father bought it from a local businessman when my mother said she saw it in the businessman's office and admired it. Dad bought it and gave it to her as a Christmas gift that year. He would never disclose how much he had paid for it.
