Why would two horses be playing basketball?

Description

This figurine is unusual.  It is two horses playing basketball with a waterbucket, held up by a chain, as a hoop.  It is red, green and gold.  It measures 6 1/2 inches tall and 6 inches wide.  There are no makers marks of any kind that I am able to find.  

I thought maybe it was associated with a university basketball team? ANy thoughts would be appreciated!
