Wild Horses 1900 Lithograph? by J. Hoover & Son Philada

Description

I found this lithograph? hidden behind the Paul Peel Lithograph? reprint I purchased at an auction.  When I took the back off of the Peel frame - this 20" x 16" black and white litho appeared.  It has water stains on the right side of it.  The horses back itself, carries the old wood patterns that enclosed it.  Copyright 1900 J. Hoover & Son (not sons) Philada. 

Do not know much about art, except what pleases my eye.  I say litho because it's heavier than paper.  Can the water stains be repaired?  Would it be worth it to be repaired?  What is a litho?
