Here's some info for you
Photo 2 is Wm.Rogers 1939 Imperial.
The hallmark you discribed was used off and on from the late 1800s (1897) until at least 1939 by the International Silver Co. I have found several pieces in this design being sold on Ebay, Etsy & other places. Most asking a starting price of $4-$8. Only found one sell result equalling $6.
Currently there are several sets on Ebay asking from $33 - over $200.
