This is a painting of a sea captain's portrait with a small boat in the background.  The artist name is David Pelbam, any info on this artist and possibly the worth would be appreciated.

Oil paintings of this type tend to be decorator pieces sold at "Starving Artists" type sales in department stores during the 1970's. Like any original art item really need to be physically examined to determine  their origins and value. Nobody can authenticate oil paintings from an image,or even determine that it's an oil painting or a Giclee´. You can attempt to find biographical information on the artist here:
