After researching the internet I discovered that these are what I believe is 1920 Japanese silver fish (sea bream) salt and pepper shakers or cellars. There are two fish in the set and a small tarnished silver spoon for the salt. They are in the original box and I do not think they have ever been used or at least there is no evidenced they have been used. On the back of the box is the name of the place it was purchased and the city and State (Camden, AR) There are also some type of initials written in pencil under the place it was purchased along with a sticker containing a number.
