Antique carved wooden pipes with ivory or glass eyes

Description

These two pipes were given to my family and belonged to my great grandfather so they're from the 1800's I believe. My grandmother said that the one with the peaked hat is Marshal Foch of France and that the other one looks like King George of England or General Sorrail French commander in Greece but she wasn't sure. The only marking on them says "HFS" outlined in a triangle thing. They also have either ivory or white glass eyes.

I've looked everywhere online and really can't find anything like them. Does anyone know anything about them?
