Japanese Bronze Otaru Harbour Ashtray??

Description

My father bought this item in a house clearance lot in Liverpool about 20 yrs ago - he held onto it because he found it very interesting but despite trying to research it he got nowhere.

It appears to be an ashtray, it has certainly been used as one. It is a bronze representation of Otaru Harour (an aerial view) and is quite detailed. It has some makers marks underneath but I have no idea what the characters mean. 

I would just like some info about the item if possible - and an idea of value (if any)
