You clean them with a metal cleaner like mr.metal. It runs about $10 a bottle and is good for polishing silver, brass etc. Some people like the patina left as is, I would leave it personally.
International silver co was one of the largest silverplate manufacturers formed as a conglomerate of numerous makers in 1898. Your items most likely made in the sixties. Plated wares like this are common and do not carry much value, $10-15 at auction.
