Looking for an answer

Description

honestly, I have no idea about what this is.  I inherited it from my mother after she passed away.  I have had it for a couple of years now, but nobody I know who I have shown it too knows what it is.  Good guesses, but they all end up saying, "I think it is....."  Can someone help me just let me know what this is?

I can say without a doubt these are candle wick trimming scissors. The box at the end would have been for catching the burning wick. These can be collectible depending on age and material used. Yours are fairly run of the mill 19th century brass. I would expect them to fetch $10-30 at auction.
