lady figure at vanity mirror, help identlfy, please

I bought this at a goodwill, and at the time there was a old water spotted paper taped to bottom that said, Happy birthday sis.. from ME   1935...... Not for sure that paper was relly written then... Anyways this is in rather great shape.  It is stamped twice, once on bottom and then once inside the lid of vanity.  On vanityh looks like somethin was there, (possible mirror) but was not when I purchased.  Would like help to figure this one out, not sure if it was a jewelry holder, or sugar dish.. NO iDEA.. thanks, Kathy
