Rose Vases

I have two rose bowl vases that were a gift from my grandmother when she passed.  They are white, looks like milk glass or white opal glass (?).  Each one has a portrait of a little girl (victorian?) .  There are no marks on the bottom but they are blown glass with a crimped or ruffled top.  My best guess would be Mt. Washington, but I really have no idea?  Anyone who could help me out just figuring out the history on these very special gifts would be greatly appreciated.
